Why HVAC Equipment Is Sourced from Turkey

Turkey is one of the few countries that supplies both the volume end and the engineered end of the heating, ventilation and air conditioning market from the same industrial base. Domestic demand built it: a construction sector that has delivered enormous quantities of residential, hotel, hospital, airport and shopping centre projects, in a climate that needs both heating and cooling, with an installer base that expects equipment to be selected, delivered and commissioned quickly. That produced air handling unit builders, chiller and heat pump assemblers, fan coil and radiator plants, fan makers and ductwork and diffuser manufacturers who compete with each other before they ever compete abroad.

For a project buyer the argument is that an air handling unit is a made to order product rather than a catalogue item, and made to order favours a supplier who can engineer, build and ship in weeks rather than months. Turkish builders will produce a unit selected to your air volume, external static pressure, coil duty, filter stage and casing class, in a size that fits your plant room, using European coils, fans, motors and controls, at a price well below Western European equivalents and with road freight of days to Europe, the Balkans, the Caucasus, North Africa and the Gulf. The equipment enters the EU free of customs duty under the Customs Union.

What separates a good HVAC purchase from a bad one is not the brand but the class letters, and buyers who do not specify them get whatever is cheapest to build. Casing performance is classified under EN 1886 for mechanical strength, air leakage, filter bypass leakage, thermal transmittance and thermal bridging. Filters are classified under ISO 16890, which replaced the old EN 779 grades. Ductwork tightness is classified from class A to class D. Ventilation units must meet minimum heat recovery efficiency and maximum specific fan power under the ecodesign rules. Every one of those is a number you can put on an enquiry, and every one of them changes the price.

Air Handling Units and Rooftop Packages

Modular air handling units and packaged rooftop units for offices, hotels, hospitals, cleanrooms, swimming pools and industrial process air. This is engineered equipment and the specification is a list of numbers: air volume, external static pressure, coil capacities at stated water and air conditions, filter stages, heat recovery type and efficiency, fan type and motor efficiency, sound power at the discharge and the casing class under EN 1886. Hygienic units for hospitals and cleanrooms are a separate discipline with different construction, drainage and cleanability requirements, so do not treat them as a standard unit with a certificate.

Chillers, Heat Pumps and Hydronic Plant

Air cooled and water cooled chillers, air to water and water to water heat pumps, dry coolers, cooling towers, buffer tanks, pumping sets and the plant room package around them. Compare seasonal efficiency at the standard rating conditions rather than nominal capacity at one point, and confirm the refrigerant, because the phase down under the revised F-gas regulation makes refrigerant choice a twenty year decision on the servicing side. Ask whether the unit is certified through a recognised third party programme, since manufacturer declared performance and independently verified performance are not the same thing.

Fan Coils, VRF Terminals and Radiators

Ducted, cassette, floor standing and concealed fan coil units, terminal units for variable refrigerant flow systems, panel radiators, towel warmers and convectors. This is the volume end of the market and Turkey is a very large exporter of panel radiators in particular. What matters commercially is consistency across thousands of units, coil and casing quality, motor type since electronically commutated motors change the running cost materially, sound levels at the speeds actually used rather than at minimum, and whether the supplier can hold the specification across a multi phase project delivered over two years.

Heat Recovery Ventilation

Residential and commercial ventilation units with plate, counterflow, rotary or run around heat recovery. Ecodesign rules set minimum thermal efficiency and maximum specific fan power for these units, and those minima are exactly where cheap units fail. Ask for the tested efficiency under EN 308, the specific fan power at the design air volume rather than at the best point on the curve, the leakage between supply and extract for rotary wheels, and the frost protection strategy, because a unit that ices up in your climate will spend the winter in bypass and deliver nothing.

Fans, Air Curtains and Industrial Ventilation

Centrifugal and axial fans, roof and inline fans, air curtains, kitchen extract systems with grease filtration, and industrial ventilation for workshops and warehouses. Fan selection is where energy cost is decided, so compare at the actual duty on the fan curve rather than at motor rating, and specify the motor efficiency class. For kitchen extract confirm the grease filtration and cleaning access, and for anything in a hazardous area confirm the explosive atmosphere rating of the fan as equipment in its own right.

Ductwork, Diffusers, Dampers and Fire Dampers

Rectangular and spiral ductwork, flexible duct, insulated duct, grilles, diffusers, volume control dampers and fire and smoke dampers. Two specifications carry most of the risk. Duct air tightness is classified from class A to class D and a class B system leaks around three times as much as a class C system, which is real fan energy every hour for the life of the building. Fire dampers are construction products under the construction products regulation, tested to EN 1366-2 and covered by EN 15650, and they require a declaration of performance rather than a general assurance.

Smoke Extraction and Car Park Ventilation

Smoke extract fans, jet fan systems for car parks, smoke control dampers, natural ventilators and the control panels that drive them. This equipment is life safety equipment and is regulated as such: powered smoke and heat exhaust ventilators are covered by EN 12101-3 with a temperature and time classification such as F300 or F400 for 120 minutes, and they carry a declaration of performance under the construction products regulation. Confirm the classification and the certificate reference for the exact model, and confirm that the control panel and the wiring survivability match the fan rating.

HVAC equipment is specified in classification numbers, and the ones a buyer leaves out of the enquiry are exactly the ones that disappear from the build.

EN 1886 and EN 13053

Air Handling Unit Classification

EN 1886 classifies the casing itself for mechanical strength, casing air leakage, filter bypass leakage, thermal transmittance and thermal bridging factor. EN 13053 covers ratings and performance for units and components. A unit that meets a demanding class costs more to build for a good reason. If the enquiry does not state the classes, the quotation will be based on the cheapest casing the builder can make, and the difference will not be visible in the photographs.

ISO 16890

Air Filter Classification

Replaced the older EN 779 grades and classifies filters by their efficiency against particulate matter fractions rather than by an arbitrary letter. Specify the filter class per stage on the enquiry, and remember that filtration is the largest single component of fan energy over the life of a unit, so the initial pressure drop and the recommended change interval matter as much as the class itself.

Ecodesign for Ventilation Units

Sets minimum thermal efficiency for heat recovery and maximum specific fan power for residential and non residential ventilation units placed on the EU market, along with information requirements. Cheap units fail exactly here. Covers air heating products, cooling products, high temperature process chillers and fan coil units, alongside the energy labelling framework and the product specific labelling rules for air conditioners and heat pumps. The seasonal efficiency figures, not the nominal ones, are the basis for both compliance and any energy calculation you present to a client, so require them at the rating conditions in the regulation.

Ductwork Air Tightness

Classify circular and rectangular ductwork leakage into classes A through D, each roughly three times tighter than the one below. The class has to be specified before fabrication and verified by pressure testing a sample of the installed system under EN 12599. How to Buy HVAC Equipment from Turkey

Six steps in the order that produces equipment which makes its duty, fits the plant room and passes commissioning.

    Issue a schedule, not a shopping list

    Send an equipment schedule with air volumes, external static pressures, coil duties at stated entering and leaving conditions, filter stages, heat recovery requirement, sound limits and the physical envelope available in the plant room. A supplier who receives a schedule can select and price accurately. A supplier who receives model numbers from another brand will offer a nominal equivalent, and the difference appears when the unit will not fit or will not make the duty.

    State the classes on the enquiry

    Name the EN 1886 casing classes you require, the ISO 16890 filter class per stage, the ductwork tightness class, the motor efficiency class and the minimum heat recovery efficiency. These are the specifications that quietly disappear from a cheap quotation. Putting them in writing at enquiry stage is the single most effective thing a buyer can do, and it costs nothing.

    Manufacturer declared data and third party certified data are different things. Ask whether the unit range is certified under a recognised certification programme, ask which selection software was used and whether it is the certified version, and ask for the selection printout rather than a summary.     Resolve the fire and smoke scope early

    Fire dampers, smoke control dampers and smoke extract fans are construction products with declarations of performance and specific classifications. Identify which of them are in the supplier's scope, get the certificate references for the exact models, and confirm that the control panels, cabling and power arrangements match the fan classification. This scope is where projects most often discover a gap at handover, when it is expensive.

    Plan logistics around the plant room, not the port

    Air handling units are large. Confirm the sectional break down, the weight and dimensions of the largest section, the lifting points and whether the sections will pass through the access route into the plant room. Agree who provides the joining kits, gaskets and hardware. A unit that arrives correct but cannot be carried into the building is a very expensive mistake and a common one.

    Contract commissioning, spares and support

    Define who commissions, to what standard, and what test results will be handed over, including duct leakage testing and air volume verification. Fix the spares list for filters, belts, sensors and controls, and the lead time for them. Agree the warranty terms and whether the supplier has service representation in your country. Filters are consumables you will buy every year, so agree their price and availability with the equipment.

Can Turkish air handling units meet a European specification?
Yes, and the way to make sure is to write the specification in classes rather than in adjectives. A Turkish builder can produce a unit meeting demanding EN 1886 casing classes for leakage, thermal transmittance and thermal bridging, with the filter class, heat recovery efficiency and specific fan power you require, using European coils, fans and motors. The risk is not capability but ambiguity: if the enquiry says only that the unit must be of good quality and comply with European standards, the builder will quote the cheapest compliant construction, and there is nothing wrong with that except that it is not what you expected.
What do the EN 1886 casing classes actually change?
They change how much air leaks out of the unit, how much unfiltered air bypasses the filters, how much heat passes through the casing, how much condensation forms on the outside, and how rigid the unit is at working pressure. A poor casing class means you pay to condition air that escapes before it reaches the building, and the filter class on the datasheet is not what the occupants actually get because dirty air bypasses the filter frame. On a hospital, a cleanroom or a humid climate the thermal bridging class matters as much as the insulation itself.
Why did the filter grades change from EN 779 to ISO 16890?
Because the old grades classified filters against a test dust that did not represent what people actually breathe, so two filters with the same letter could perform very differently against fine particulate. ISO 16890 classifies filters by their efficiency against the particulate matter fractions used in air quality regulation, which lets a designer connect the filter selection to an indoor air quality target. When converting an old specification, do not simply map letters across; select against the particulate performance you actually need, and check the pressure drop, because that is what you pay for in fan energy.
How much does ductwork tightness class matter?
More than almost any other line in a ventilation specification, and it is invisible once the ceilings are closed. Each class is roughly three times tighter than the one below, so a system built to class B rather than class C leaks around three times as much air, and every cubic metre of leaked air was paid for at the fan. On a large system that is a permanent operating cost and it can also mean rooms never reach their design air volume. Chillers and heat pumps run ten to eighteen weeks. Build float into the programme for the approval drawing cycle, which routinely adds two to four weeks and is where most schedule slippage actually happens rather than in production.
Are Turkish HVAC products duty free into the EU?
Industrial goods in free circulation in Turkey enter the European Union free of customs duty under the Customs Union, evidenced by an A.TR movement certificate rather than a preferential origin declaration. Combined with road freight of a few days, that is a genuine landed cost and working capital advantage on bulky equipment where sea freight volume is expensive. Should I buy the plant and the terminal units from one supplier?
Not necessarily, and often not. Air handling units, chillers and smoke systems are engineered products where you want a supplier with real design capability, while fan coils, radiators, grilles and ductwork are volume products where consistency and price dominate. Splitting the package by that logic usually costs less than buying everything from one source, provided your own team or your contractor owns the system design. What you should not do is split the package and then expect one supplier to take responsibility for the performance of the whole system.
Do I need to worry about refrigerant rules on split systems and VRF?
Yes, and increasingly so. The revised F-gas regulation phases down hydrofluorocarbons on a fixed schedule and introduces restrictions on placing certain split and single split air conditioning equipment containing higher global warming potential refrigerants on the market. The practical consequence for a buyer is servicing: refrigerant that is being phased down becomes scarce and expensive long before the equipment wears out. Ask which refrigerant the unit uses, what its global warming potential is, and what the supplier's plan is for the ranges affected by the next threshold.
