Why Buyers Source Industrial Lighting from Turkey

Lighting is a category where the market did the buyer a favour by turning over completely. When the industry moved from discharge lamps to LED, decades of accumulated brand advantage reset, and the question became who can engineer thermal management, optics and drivers well rather than who has been making lamps longest. Turkish manufacturers entered that reset with a large domestic market, a deep aluminium extrusion and die-casting base, and a habit of exporting, and a number of them now supply European distributors and contractors directly.

The economics favour proximity more than buyers expect. Luminaires are bulky, fragile and low density: a container of highbays is mostly air and packaging, and damage in transit is a real line item. Two to seven days by road rather than six to eight weeks by sea changes both the freight cost and the risk, and it makes a sample-then-order sequence practical instead of theoretical.

What decides who you can actually buy from is regulation. Under the Ecodesign regulation for light sources, (EU) 2019/2020, and the energy labelling regulation, (EU) 2019/2015, light sources placed on the EU market must meet efficacy and information requirements and be registered in the EPREL database before being placed on the market. Separately, the mercury exemptions that kept fluorescent lamps legal have been expiring: compact fluorescent without integrated ballast and circular T5 ended on 25 February 2023, and linear T5 and T8 on 25 August 2023. That is the single largest retrofit opportunity in the European built environment, and it is what most industrial lighting enquiries are actually about.

What Turkish Lighting Manufacturers Actually Make

Seven categories cover almost every industrial lighting enquiry. Each has a different specification trap and certification route - read the ones that match your space.

LED Highbay and Lowbay

The workhorse of warehouses, production halls and logistics centres, typically 100 W to 240 W with interchangeable optics from narrow beam for high racking to wide beam for open floor. The specification that decides satisfaction is not the wattage but the optic and the mounting height: the same luminaire at 12 metres over racking and at 6 metres over an open floor needs completely different beam angles. Send the floor plan, the ceiling height and the racking layout, and ask for a lighting calculation rather than a product list.

Linear Luminaires and Trunking Systems

Continuous-run trunking and standalone battens for production lines, retail and workshops, in IP20 for clean interiors and IP65 for damp or dusty areas. This is where the fluorescent phase-out lands hardest, because most existing installations are continuous rows of T5 or T8 fittings. Decide early between a full luminaire replacement and a retrofit tube, because they have different economics, different warranties and quite different outcomes on light quality.

Floodlights and Sports Lighting

From 50 W site floods to several hundred watts for sports pitches and large yards. Two specifications matter more than the rest: glare control and light spill. Sports and stadium work is a different discipline again, governed by the sport's own lighting classes for uniformity and camera suitability, so ask whether the manufacturer has done comparable work and ask for the calculation against the required class. For yards and car parks, ask about upward light ratio, because that is what triggers complaints and increasingly falls under local restrictions.

Street and Area Lighting

Road luminaires to the applicable road lighting classes, with photocell, midnight dimming or full remote management. Public procurement here is unusually documentation-heavy: expect to provide photometric files, surge protection ratings, and a lighting calculation against the specified road class. Ask about the surge protection level in particular, because street lighting sits on long exposed circuits and inadequate surge protection is the most common early failure in the field.

Explosion-Proof and ATEX Luminaires

Zone 1, Zone 2, Zone 21 and Zone 22 luminaires for petrochemical, grain, flour, paint and chemical plant. A regulated product in its own right rather than a rugged version of a normal luminaire: it needs an EU type-examination certificate from a notified body and the correct marking for the zone, gas or dust group and temperature class. Verify the certificate number with the notified body and check that the marking matches your area classification exactly, because this is the one lighting category where a specification error is a safety incident rather than an inconvenience.

Hygienic, Cleanroom and Food-Industry Luminaires

Sealed, gasket-free or wipe-down luminaires for food processing, pharmaceutical and cleanroom environments, usually IP65 to IP69K with shatterproof or shatter-contained construction. The specification is about what happens when it breaks and how it is cleaned: ask about the diffuser material and whether it is shatterproof, the cleaning agents the housing tolerates, and whether the design avoids ledges that hold water or product. For food areas, ask specifically about compliance with the customer's own audit scheme, since that is what will actually be inspected.

Emergency and Exit Lighting

Maintained and non-maintained emergency luminaires, exit signage and self-test or centrally monitored systems. Governed by national requirements and by the applicable emergency lighting standard for duration, illuminance and testing, so this is the category where you should be most careful about specifying to the destination market rather than to a generic datasheet. Self-testing hardware costs more and saves a great deal of maintenance labour over the life of a large building; do that arithmetic before defaulting to the cheaper fitting.

Ecodesign, EPREL and What Actually Gates a Lighting Order

In lighting the regulated product is the light source rather than the fitting, and registration is a precondition of sale rather than paperwork to sort out later. Settle these before you order, because they decide whether what arrives can legally be sold at all.

(EU) 2019/2020

Ecodesign for light sources

Sets minimum efficacy, functional and information requirements for light sources and separate control gear placed on the EU market, and has applied since 1 September 2021. It also carries requirements aimed at repair and end-of-life, including the removability of light sources and control gear from luminaires where technically feasible. The practical consequence for a buyer is that the regulated product is the light source rather than the luminaire, so a supplier who talks only about the fitting has not answered the compliance question. Ask which regulated light source is inside, and ask for its declared efficacy and the technical documentation supporting it.

(EU) 2019/2015 and EPREL

Energy labelling and product registration

Light sources placed on the EU market must carry an energy label and be registered in the European Product Registry for Energy Labelling, EPREL, before being placed on the market. This is the requirement most often discovered too late. Registration is the supplier's obligation, but the commercial consequence lands on whoever tries to sell an unregistered product, and distributors increasingly check. Ask for the EPREL registration reference for the specific model and verify it in the public database yourself. It takes minutes and it is the cleanest single test of whether a supplier has actually done its European compliance work.

RoHS lamp exemptions

The fluorescent and discharge phase-out

The mercury exemptions that kept fluorescent lamps on the market have been expiring in sequence. Compact fluorescent lamps without integrated ballast and circular T5 lamps ended on 25 February 2023; linear T5 and T8 lamps ended on 25 August 2023. Remaining discharge categories including high-pressure sodium and the residual fluorescent types are in a continuing phase-out whose dates have been amended more than once, so verify the current position for your specific lamp type rather than relying on a table published a year ago. Existing stock may still be sold and installed lamps may be used to end of life, but the replacement market is closing, which is precisely what makes the retrofit case straightforward.

2014/35/EU and 2014/30/EU

Low Voltage and EMC Directives

A luminaire needs CE marking with an EU Declaration of Conformity under the Low Voltage and EMC Directives and a technical file behind it. Both are self-declared, so the declaration by itself proves little. What carries weight is third-party certification such as the ENEC mark, which involves independent testing and factory surveillance against the relevant EN standard. For anything going into a public building, a specifier's project or a distributor's catalogue, ask for ENEC or an equivalent third-party certificate rather than a self-declaration.

EN 62471

Photobiological safety

Classifies luminaires by optical radiation hazard, principally blue light, into risk groups from exempt upward. Most general lighting lands in the exempt or low-risk groups, but high-power floodlights, sports luminaires and narrow-beam optics can sit higher, and installations where people look towards the source at close range need attention. Ask for the risk group classification for the actual product rather than for the LED chip, since the optic and the housing change the result.

ATEX 2014/34/EU

Equipment for explosive atmospheres

Applies to any luminaire installed in a classified hazardous area. The equipment needs an EU type-examination certificate from a notified body and marking that states the equipment group and category, the gas or dust designation, the protection concept, the gas or dust group and the temperature class. Check the certificate number against the notified body's own records, and check the marking against your area classification zone by zone. A luminaire rated for Zone 2 in a Zone 1 area is not a saving.

A.TR

Customs Union movement certificate

Luminaires fall within the industrial goods covered by the Turkey-EU Customs Union, so they enter the EU free of customs duty when travelling with a valid A.TR. The certificate proves free circulation, not Turkish origin. It removes duty and nothing else: Ecodesign, energy labelling and EPREL registration, RoHS, the Low Voltage and EMC Directives and ATEX where applicable all still apply in full.

Strong exposure to public infrastructure, municipal street lighting and defence-adjacent procurement, which shows in capability for road luminaires, remote management systems and projects with heavy tender documentation. A sensible region when the buyer is a municipality or utility and the paperwork requirement is as demanding as the photometry.

Izmir and the Aegean

Serves the region's industry, ports, agriculture and tourism, with useful capability in floodlighting, outdoor and marine-adjacent luminaires where corrosion resistance matters. Convenient for shipments through Izmir and Aliaga, and worth approaching when the installation environment is coastal and the housing specification matters more than the optic.

Bursa, Konya and Kayseri

Large aluminium extrusion, die-casting and sheet metal bases serving automotive and appliance manufacturing, which is exactly the supply chain a luminaire housing comes from. Competitive on volume production of standard ranges and on the mechanical side of a luminaire, though for optical design and photometric verification check the specific capability rather than assuming it.

How to Source Industrial Lighting from Turkey

Six steps in the order that gets you the light you actually need, and keeps an unregistered product or an overheating driver out of a building you have to maintain.

    Ask for the EPREL reference and verify it yourself

    Request the EPREL registration reference for each specific model you intend to buy and check it in the public database before you order. Registration is a precondition of placing a light source on the EU market, and an unregistered product is a commercial problem for whoever tries to sell it. This single check, which takes minutes, filters out suppliers who have not actually done their European compliance work.

    Buy a lighting calculation, not a product list

    Send the floor plan, the ceiling height, the racking or machine layout, the surface reflectances and the required illuminance and uniformity for the task, and ask for a calculation with the photometric files. A quotation for a quantity of luminaires with no calculation behind it is a guess, and the two most common outcomes are an over-lit installation you paid too much for and an under-lit one you have to supplement.

    Read the lifetime claim properly

    A lifetime figure means nothing without its notation and its conditions. L80B10 at 50,000 hours means eighty percent of initial output remaining with ten percent of units outside that, at a stated ambient temperature. The ambient is the part that gets omitted, and it matters enormously in a warehouse roof space in summer. Ask for the LM-80 data behind the claim and the ambient temperature it assumes, then compare that against the temperature at your mounting height rather than at floor level.

    Treat the driver as the product

    Most LED luminaire failures are driver failures. Ask which driver brand and model is fitted, whether it is a named component from a recognised manufacturer, what surge protection level it provides, and whether it is replaceable in the field without discarding the luminaire. For street lighting and long exposed circuits, surge protection is the single most predictive specification for how the installation performs in year three.

    Sample before you order, and sample in the real space

    Order sample luminaires and install them in the actual environment at the actual mounting height. Check glare from the working position and from a forklift seat, check colour rendering against the products or materials being handled, check flicker with a phone camera, and check the physical build. Two to seven days by road is exactly what makes this sequence practical, and it settles arguments that no datasheet can.

    Fix the warranty terms and the spares position in writing

    Agree the warranty period, what it covers, who pays the labour to replace a failed unit, and how a claim is actually made from your country. Then ask how long the exact model and its driver will remain available, because a five-year warranty on a luminaire discontinued in year two means replacing a whole row to match. For large installations, buy a spares allocation with the original order.

What contractors, facility managers and distributors ask before a first order.

What minimum order quantity should I expect?
For standard catalogue products most manufacturers work from a pallet or a few hundred units, and many will supply a single carton for evaluation. Custom work is different: a bespoke optic, a special housing colour or a private-label version generally needs a few thousand units to justify the tooling or the production changeover. Ask for the standard range first, because a catalogue luminaire with your specified driver and optic usually solves the problem without custom tooling.
How long does a first order take?
For catalogue products in regular production, two to four weeks plus transit, so roughly three to six weeks door to door into Europe. Project-specific work with a custom optic or housing runs six to ten weeks. Add time for photometric testing if you require independent verification, and add time if the order needs EPREL registration for a model not previously placed on the EU market, since that is a step the supplier must complete before the goods can legally be sold.
Can I still buy fluorescent tubes, and what replaces them?
The mercury exemptions expired in 2023: compact fluorescent without integrated ballast and circular T5 on 25 February 2023, and linear T5 and T8 on 25 August 2023. Existing stock can still be sold and installed lamps can run to end of life, but the replacement market is closing. You have two routes: a retrofit LED tube into the existing fitting, which is cheap and fast but inherits an ageing housing and often a bypassed ballast, or a full luminaire replacement, which costs more upfront and delivers better optics, better efficacy and a warranty on the whole assembly. For a facility you intend to keep, the full replacement usually wins on total cost.
What is EPREL and why does it matter to me as a buyer?
The European Product Registry for Energy Labelling. Light sources placed on the EU market must be registered in it before being placed on the market, alongside carrying an energy label under Regulation (EU) 2019/2015. The obligation sits with the supplier, but the exposure lands on whoever sells an unregistered product, and distributors and large buyers increasingly check as a matter of routine. Ask for the registration reference per model and verify it in the public database before ordering rather than after.
How do I compare luminaire quotes properly?
Never on wattage. Compare delivered lumens at the working plane from a lighting calculation, then luminaire efficacy in lumens per watt, then the lifetime notation with its ambient temperature, then the driver brand and its surge protection, then the warranty terms including who pays replacement labour. Two highbays at the same wattage and a twenty percent price difference frequently differ by more than that in delivered light, and the cheaper one is often the one running its LEDs hotter.
What colour temperature and CRI should I specify?
For general industrial work 4000 K is the usual answer, giving a neutral appearance without the harshness some people report at 5000 K and above. Use 3000 K where the space is also public-facing. On colour rendering, CRI 80 is adequate for most warehouse and production work; specify CRI 90 or above where colour judgement is part of the job, such as paint, print, textiles or food inspection. Also fix the colour tolerance in MacAdam steps, because a run of luminaires at three steps looks consistent and at six steps visibly does not.
Do I need ATEX luminaires, and how do I specify them?
Only if the area is classified as potentially explosive, which is determined by your own hazardous area classification rather than by the supplier. If it is, specify the zone, the gas or dust group and the required temperature class, and require an EU type-examination certificate from a notified body with marking that matches. Verify the certificate with the notified body directly. This is the one lighting category where over-specifying is prudent and under-specifying is a safety failure rather than a performance shortfall.
Are Turkish luminaires built with recognised components?
The established manufacturers work with named LED and driver brands and will state them, and you should require it in writing. The components inside are the largest single determinant of how the luminaire performs at year five, so name the acceptable driver and LED manufacturers in the enquiry, require written approval for substitutions, and check the as-built specification against a sample. A supplier unwilling to name the driver is telling you something.
Is Turkish lighting cheaper than European supply?
Generally yes, and the gap is widest on the mechanical side, since housings are extruded or die-cast aluminium and that is where Turkish manufacturing is strong. It narrows on products dominated by LED and driver cost, which are globally priced. For a European buyer the additional advantages are duty-free entry under the Customs Union and days-not-weeks of transit on a bulky, fragile product where sea freight and damage are genuine costs. Against Asian supply the unit price gap is smaller than people assume once freight and breakage are counted.
How do I verify a lighting supplier before a first order?
Check the EPREL registration for the specific models. Ask for the photometric files and, for a significant order, have them independently verified. Ask for ENEC or equivalent third-party certification rather than a self-declared CE mark. Ask which driver and LED brands are used and get it in writing. Then order samples and install them in the real space. The photometric file and the driver brand together predict most of what you will experience in year three.
