Why Buyers Source Switchgear and Panels from Turkey

Panel building is an engineering service wearing the clothes of a manufactured product. Almost every switchboard is a one-off: your single-line diagram, your breaker selection, your incoming and outgoing arrangement, your cable entry. That makes it exactly the kind of work where proximity beats price, because the number of drawing revisions between enquiry and factory acceptance test is what actually decides whether a project lands on schedule.

Turkey has a deep panel-building base serving domestic construction, industry and energy, and it works with the same component brands European specifiers already name: the breakers, contactors and relays inside a Turkish board are usually the same ones you would fit yourself. What you are buying is the enclosure, the busbar system, the engineering and the assembly, and that is where the cost difference lives. Two to seven days by road means a factory acceptance test you can actually attend and a replacement section that arrives in a week rather than a quarter.

Two rules now sit above the specification. The first is IEC 61439, which replaced the old type-tested and partially type-tested language with design verification and, crucially, with a defined split between the original manufacturer of a verified system and the assembly manufacturer who builds your board. Step outside the verified envelope and responsibility moves. The second is the F-gas Regulation, (EU) 2024/573, which prohibits new SF6 medium-voltage switchgear up to 24 kV from 1 January 2026, with the higher voltage classes following on staged dates through 2028 to 2032. Between them these decide what you can legally install, and neither is negotiable at the quotation stage.

Low-Voltage Main Switchboards

Main distribution boards and power centres up to 6300 A, form-segregated to your requirement, with air circuit breakers on the incomers and moulded-case devices downstream. The specifications that decide the price are the rated short-time withstand current, the internal separation form and the busbar arrangement, and buyers routinely leave all three loose. State the prospective short-circuit current at the installation point and the form of internal separation you need, because the difference between Form 2b and Form 4b is a different board at a different price.

Motor Control Centres

Fixed, withdrawable and fully withdrawable MCCs for pumping stations, water treatment, cement, mining and process plant. Withdrawable construction costs considerably more and earns it back only if you genuinely need to change a starter without shutting the section down. Decide that honestly against your maintenance regime rather than by default. Ask for the verification covering the withdrawable arrangement specifically, since the mechanism and its interlocks are part of what was verified, not an accessory bolted on afterwards.

Medium-Voltage Switchgear and Ring Main Units

Metal-enclosed and metal-clad switchgear and RMUs to IEC 62271-200, typically 12 kV to 36 kV, for substations, industrial intakes and renewable connections. This is the category the F-gas Regulation reshapes, so the first question is now the insulating medium rather than the rating. Ask for the internal arc classification with its full designation, including the accessible sides and the duration, and ask to see the type test report rather than a statement that the panel is arc rated.

Busbar Trunking Systems

Sandwich and air-insulated busbar for risers and horizontal distribution, from around 160 A to several thousand amps, in copper or aluminium. Bought for buildings and industrial plant where cable would be unmanageable. The specifications that matter are the short-circuit withstand, the fire rating where it crosses compartments, the IP rating on the vertical run and the tap-off box arrangement. Send the building's riser drawings, because busbar is a fitted system and the fittings, elbows and expansion units are where the cost and the lead time actually sit.

Control, Automation and PLC Panels

Process control panels, PLC and SCADA cabinets, VFD panels and instrumentation racks. Here the value is the wiring discipline and the documentation, not the steel: ferruling, terminal numbering, segregation of power and signal, as-built drawings that match the panel in front of you. Specify the wiring standard and the documentation deliverables in the order, and ask to see photographs of the inside of a comparable finished panel. Neatness inside a control cabinet correlates with everything else you cannot inspect.

Enclosures and Kiosks

Sheet steel, stainless and polyester enclosures, floor-standing cabinets, wall boxes and outdoor kiosks. Straightforward fabrication where Turkey is very competitive, and where the specification is mechanical rather than electrical: IP and IK ratings, material and thickness, paint system and corrosion category, gland plate and lock arrangement. For outdoor and coastal use, specify the corrosion category and the coating rather than accepting powder-coated as a description.

Compact and Package Substations

Prefabricated substations combining MV switchgear, a transformer and an LV board in one enclosure, for renewables, industrial sites and infrastructure. Bought as a complete system, so the useful questions are about integration rather than components: who takes responsibility for the assembly as a whole, what temperature rise testing has been done with the transformer inside the enclosure, and how it is transported and lifted. The transformer heat is what usually gets underestimated.

Verification, SF6 and What Actually Gates a Switchgear Order

A switchboard is an engineering deliverable, not a catalogue item, and the paperwork behind it is the product. Settle verification, fault level and insulating medium before you compare numbers - without them, competing quotes are not describing the same board.

IEC 61439-1 and -2

Low-voltage assemblies

The standard that replaced type-tested and partially type-tested assemblies with design verification, and the one buyers most often misunderstand. It defines two roles: the original manufacturer, who verifies a system, and the assembly manufacturer, who builds your board from it. Build strictly within the verified system and the original verification carries; step outside it, by changing the busbar arrangement, the device selection, the ventilation or the enclosure, and the assembly manufacturer becomes responsible for verifying the difference. Ask which system the board is built to, ask for the verification documentation, and ask specifically what in your board falls outside the original manufacturer's verified envelope and how that has been verified. A panel builder who answers that question fluently is a different proposition from one who has not thought about it.

F-gas Regulation and the SF6 phase-out

The rule that has changed medium-voltage procurement. Placing new SF6-insulated medium-voltage switchgear up to and including 24 kV on the market is prohibited from 1 January 2026, with the higher voltage classes following on staged dates running through 2028 to 2032 depending on voltage and short-circuit rating. Alternatives are established: vacuum interruption with air, dry air, or engineered gas mixtures. Confirm the exact date applying to your voltage class before specifying, and if you are buying MV switchgear for a long-lived asset, buy the SF6-free version now rather than acquiring equipment whose spares and refills sit on a shrinking supply curve.

IEC 62271-200

Medium-voltage metal-enclosed switchgear

Covers construction, testing and internal arc classification for MV switchgear. The internal arc designation is the part that protects people, and it must be read in full: IAC for internal arc classified, then the accessible sides, A for authorised personnel only or B for general access, F for front, L for lateral, R for rear, then the current and duration, for example IAC AFLR 20 kA 1 s. A panel described only as arc rated tells you nothing about which sides were tested. Ask for the type test report and check the designation matches the access arrangement in your substation.

IEC 60529 and 62262

IP and IK ratings

IP for ingress of solids and water, IK for impact resistance. Both are frequently quoted loosely and both matter more outdoors and in industry than buyers assume. IP54 and IP55 differ in a way that shows up the first time a hose is used near the panel; IK08 and IK10 differ in a way that shows up in a public or industrial location. Specify both explicitly, and for outdoor enclosures add the solar loading and ventilation question, because an IP66 enclosure in direct sun is also an oven unless it has been thermally designed.

2014/35/EU and 2014/30/EU

Low Voltage and EMC Directives

An assembly placed on the EU market needs CE marking with an EU Declaration of Conformity under the Low Voltage Directive and the EMC Directive, plus a technical file. Both are self-declared by the manufacturer, so the declaration itself proves little; what proves something is the verification evidence behind it under IEC 61439 and, for control panels, an EMC assessment that reflects how the panel is actually wired and earthed rather than a generic statement. Ask for the technical file to exist and be available, because in an enforcement situation that is what will be requested.

Short-circuit and selectivity

The calculations behind the drawing

Two documents worth more than most certificates. First, the short-circuit withstand verification for the assembly at the prospective fault level at your installation point, including the busbar bracing. Second, the discrimination or selectivity study showing that a downstream fault clears downstream rather than tripping the incomer. Neither is automatic and both are commonly omitted from a low quotation. Ask for them by name at the enquiry stage; if they are not in the scope, you will pay for them later either in fees or in an unexplained plant-wide outage.

A.TR

Customs Union movement certificate

Switchgear and assemblies fall within the industrial goods covered by the Turkey-EU Customs Union, so they enter the EU free of customs duty when travelling with a valid A.TR. The certificate proves free circulation, not Turkish origin. It removes duty and nothing else: CE marking, IEC 61439 verification, F-gas requirements and the Low Voltage and EMC Directives all still apply in full.

How to Source Switchgear from Turkey

Six steps in the order that makes competing quotes describe the same board, and keeps a switchboard that cannot survive its own fault level out of your substation.

    Send the single-line diagram and the fault level, not a parts list

    Give the panel builder the single-line diagram, the prospective short-circuit current at the installation point, the ambient temperature and installation altitude, the required form of internal separation, and the IP and IK ratings. A quotation against a schedule of devices with no fault level is a quotation for a board that may not survive its first fault, and it will be cheaper than the correct one, which is why it wins on price comparisons.

    Ask which verified system the board is built to

    Under IEC 61439 the verification belongs to a system, so ask which one, ask for the documentation, and ask directly what in your board sits outside the original manufacturer's verified envelope and how that difference has been verified. This one question separates panel builders who understand their obligations from those who believe buying branded components transfers the responsibility. It does not.

    Settle the insulating medium before the MV specification

    For medium-voltage switchgear, confirm the F-gas prohibition date applying to your voltage class and specify an SF6-free solution for anything you intend to keep for decades. New SF6 equipment up to 24 kV cannot be placed on the market from 1 January 2026, and buying at the edge of a phase-out means committing to a spares and servicing market that is contracting rather than growing.

    Put the calculations and documentation in the scope

    Name the deliverables explicitly: short-circuit withstand verification, discrimination study, temperature rise verification, as-built drawings, cable schedules, test certificates and the operation and maintenance manual, in the language you need. These are the items quietly excluded from a keen quotation and the items you cannot commission without. Listing them in the enquiry also makes competing quotes comparable for the first time.

    Insist on a witnessed factory acceptance test

    Attend the FAT, or appoint an inspector to attend it, and agree the test schedule in advance: functional testing of every circuit, protection relay settings verified, interlocks and mechanical operations exercised, insulation resistance and dielectric tests recorded. Two to seven days by road is precisely what makes this practical from Europe, and a fault found in the factory is a supplier problem while the same fault found on site is yours.

    Agree packing, splits and re-assembly before despatch

    Decide how the board is split for transport, how sections are protected against moisture and vibration, what desiccant and shrink-wrapping is used, and who re-joins and re-tests the busbar on site. Switchboards are damaged in transit and at re-assembly far more often than they are made badly, and the shipping split is a design decision rather than a packing decision. Settle it while the board is still a drawing.

What contractors, consultants and plant operators ask before a first order.

What minimum order should I expect?
There is no meaningful minimum, because panels are engineered individually: most builders will quote a single board. The economics work differently from mass manufacturing, since the fixed cost is the engineering and the drawing revisions rather than tooling. That means a repeat order of the same design is dramatically cheaper than the first, and a portfolio of similar boards is worth grouping into one enquiry rather than buying piecemeal.
How long does a first order take?
Budget two to four weeks for drawing approval, which is where most schedules actually slip, then four to eight weeks for manufacture on a low-voltage board and eight to fourteen for medium-voltage or a compact substation. Add transit of two to seven days by road into Europe. The critical path is almost always the delivery of major components such as air circuit breakers and protection relays, so ask what is on order and when it lands before you trust the programme.
What does IEC 61439 actually require of my supplier?
It requires that the assembly has been verified, and it splits responsibility between the original manufacturer of the verified system and the assembly manufacturer who builds your board. If your panel builder works strictly inside a system verified by a component manufacturer, that verification applies. If they change the busbar arrangement, substitute devices, alter ventilation or use a different enclosure, they take on responsibility for verifying the difference. Ask which system, ask for the documentation, and ask what falls outside it.
Can I still buy SF6 medium-voltage switchgear?
Not new, up to and including 24 kV, from 1 January 2026 under the F-gas Regulation (EU) 2024/573, with the higher voltage classes following on staged dates through 2028 to 2032 depending on voltage and short-circuit rating. Vacuum switching with air, dry air or engineered gas mixtures is well established at these voltages and Turkish suppliers offer it. Confirm the date for your specific voltage class, and treat anything you are buying for a twenty-year asset life as SF6-free by default.
What form of internal separation do I need?
That comes from your maintenance philosophy rather than from the standard. Form 1 has no separation; Form 2 separates busbars from functional units; Form 3 additionally separates functional units from each other; Form 4 also separates the terminals of each unit. Higher forms let you work on one outgoing circuit while the rest of the board is live, which matters in a hospital or a continuous process plant and matters much less in a building where an outage is arrangeable. Decide it before you compare prices, because it is one of the largest single cost drivers in a switchboard.
Are the components inside Turkish panels the same brands I would specify?
Usually yes, and you should specify them anyway. Turkish panel builders work routinely with the major European component manufacturers, and the breakers, contactors, relays and terminals in a well-built Turkish board are typically identical to what you would fit in your own market. Name the acceptable brands and series in the enquiry and require written approval for any substitution, then verify against the as-built parts list at the factory acceptance test.
How do I compare quotes from different panel builders?
Normalise the specification first, because quotes for switchboards are rarely comparable as received. Fix the form of separation, the rated short-time withstand current, the IP and IK ratings, the component brands, the busbar material, and the documentation and testing deliverables. Once those are equal, the remaining spread is engineering and assembly cost, which is the part worth negotiating. Most of the apparent price difference between panel quotes is specification difference in disguise.
Should I buy copper or aluminium busbar?
Copper for most applications, aluminium where the current is high, the run is long and the cost of copper dominates. Aluminium needs a larger cross-section, careful joint preparation and the correct jointing compound to avoid oxidation at connections, and it is less forgiving of poor workmanship. For a main switchboard in a building, copper is the normal answer; for long busbar trunking runs, aluminium is worth pricing. Whichever you choose, specify the plating at joints.
Is Turkish switchgear cheaper than European supply?
On the engineering and assembly, generally yes and often substantially, because that is labour and overhead rather than commodity. On the components inside, no, because they are the same globally priced products. The practical saving is therefore larger on a labour-intensive board such as a complex MCC than on a simple distribution board that is mostly breakers. Add duty-free entry under the Customs Union and days-not-weeks of transit and the comparison usually favours Turkey for anything engineered.
How do I verify a panel builder before the first order?
Ask which verified systems they build to and for the documentation, ask for the CE technical file to be available, and ask for references at comparable scale in your sector. Then ask for photographs of the inside of a finished board of similar complexity, and if the project justifies it, visit before ordering. Panel building quality lives in wiring discipline, ferruling, torque control and documentation, none of which appears in a brochure but all of which is visible in ten minutes on a factory floor.
