Coatings are a category where Turkey's position is much stronger than its reputation. The country has a substantial domestic chemical industry, a large captive market in automotive, white goods, construction and machinery, and several producers who have been supplying European distributors and applicators for years. Powder coatings in particular are a Turkish strength, because the raw materials are traded globally at similar prices and the differentiator becomes formulation skill, colour matching and turnaround, all of which favour a supplier a few days away rather than a few weeks.

The freight case is unusual here. Paint and powder are dense and ship efficiently, so transport is a smaller share of cost than in packaging or litter, but liquid coatings are frequently dangerous goods, and that changes everything about the logistics. Road transport under ADR from Turkey is routine and well understood; sea freight of the same goods is slower, more restricted and more expensive to insure. For a European buyer, that means Turkish supply is often not just cheaper but administratively simpler than a comparable Asian source.

What decides whether a Turkish supplier can actually serve you is chemical regulation, and the split of responsibility is the part buyers most often get wrong. Under REACH the registration obligation falls on the importer established in the EU, not on the manufacturer in Turkey, unless the manufacturer has appointed an only representative. Architectural Powder for Aluminium

Nitrocellulose, acid-cure, polyurethane, water-based and UV-cure systems for furniture, joinery and panel products. REACH, Chromates and What Actually Gates a Coatings Order

In coatings the gate is chemical regulation and the split of responsibility that comes with it. Who registers under REACH, whose safety data sheet applies and whether the pretreatment still uses chromates are questions to settle before the first order, not after it.

Who registers, and the only representative

REACH registration obligations fall on manufacturers and importers established in the EU. A Turkish producer selling to a European customer does not register; the EU importer does, for each substance imported above one tonne a year, unless the Turkish producer has appointed an only representative in the Union, in which case the buyer becomes a downstream user instead. This is a real cost and liability difference. Ask at the quotation stage whether an only representative exists, and get the answer in writing before you build a supply plan on it.

Classification, labelling and the titanium dioxide ruling

Every coating placed on the EU market needs classification, labelling and packaging compliant with CLP, a safety data sheet in the language of each destination member state and, where relevant, a poison centre notification with a UFI code on the label. On titanium dioxide, the harmonised classification as a suspected inhalation carcinogen introduced by Delegated Regulation (EU) 2020/217 was annulled, and the Court of Justice upheld that annulment on 1 August 2025 in case C-71/23 P, so that classification no longer applies. Make sure your supplier's labels and safety data sheets reflect the current position rather than an older template.

Chromium (VI)

Chromates, authorisation and the coming restriction

Hexavalent chromium compounds used in pretreatment and in some primers are on the REACH authorisation list, and a restriction proposal is working through the process that would move a group of them from authorisation to outright restriction. The practical answer for a buyer has not changed and will not: specify chromate-free pretreatment and chromate-free primers now, ask what the supplier's conversion chemistry actually is, and ask for the salt spray and adhesion data on the chromate-free system rather than on the old one.

Corrosivity categories, durability and systems

The standard that governs protective coating of steel structures. It classifies environments by corrosivity from C1 to C5 and CX, and expresses expected life as durability ranges rather than a guarantee. A specification that names a corrosivity category, a durability range, a surface preparation grade and a system with product names and dry film thicknesses is buyable; one that says marine grade paint is not. Ask for the system datasheet and the supporting test evidence for the whole system, not for one product in it.

Powder coating quality labels

Voluntary quality labels covering powder material approval and applicator licensing for architectural aluminium and, in the case of Qualisteelcoat, for steel. They matter because facade specifications routinely call for them and because they involve independent testing and ongoing surveillance rather than self-declaration. Ask for the approval number of the specific powder in the specific class, and remember the label covers both material and applicator: buying approved powder does not make an unapproved application line compliant.

VOC limits and where they actually apply

The paints directive sets VOC content limits for decorative paints and varnishes and for vehicle refinishing products placed on the EU market, and requires the VOC content to be declared on the label. Most industrial and protective coatings sit outside its scope, which surprises buyers who assume a single VOC limit applies to everything. Your own solvent emissions obligations as an applicator are a separate matter under industrial emissions rules. Confirm which regime your specific product falls under rather than assuming, and ask for the declared VOC content either way.

Customs Union movement certificate

Paints, varnishes and powder coatings fall within the industrial goods covered by the Turkey-EU Customs Union, so they enter the EU free of customs duty when travelling with a valid A.TR movement certificate. The certificate proves free circulation rather than Turkish origin and removes duty only. REACH, CLP, poison centre notification, transport classification under ADR and any product-specific approvals all still apply in full.

How to Source Industrial Coatings from Turkey

Six steps in the order that settles who carries the regulatory burden, and keeps a coating failure caused by preparation from being blamed on the paint.

    Settle the REACH position before the price

    Ask whether the Turkish manufacturer has appointed an only representative in the EU. If it has, you are a downstream user and your obligations are modest. If it has not, you are an importer and you carry registration for every substance above one tonne a year, with the cost and the liability that implies. This single answer can change the economics of a supply relationship entirely, and it is much cheaper to establish now than after the first container.

    Specify the system, not the paint

    For protective coatings, give the corrosivity category, the durability range, the surface preparation grade, the substrate and the application method, then ask for a system with named products and dry film thicknesses. For powder, give the substrate, the pretreatment, the oven profile and the required class. A quotation against a product name alone is not comparable with anything, and it is where most coating disputes begin.

    Ask for the cure window at your line conditions

    Powder cure is stated as a metal temperature held for a time, and a real oven does not deliver the laboratory profile. Send your line speed, oven length and measured metal temperature curve, and ask for the cure window rather than the nominal schedule. Undercure shows up as poor adhesion and chemical resistance weeks after the parts have shipped, which is the most expensive way to discover it.

    Insist on chromate-free and see the data

    Specify chromate-free pretreatment and primers, then ask for the salt spray, humidity and adhesion results on the chromate-free system rather than on the legacy one. Hexavalent chromium is already subject to authorisation and a restriction is moving through the process, so a supply chain that still depends on it is a supply chain with a scheduled failure in it. Ask what the conversion chemistry actually is and whether the applicator has run it in production.

    Check the safety data sheets in your own languages

    A safety data sheet must be supplied in the official language of each member state where the product is placed on the market, and it must be current. Ask for the sheets you will actually need, in the languages you will actually need, before the first order, and have them reviewed. Also confirm the poison centre notification and the UFI code on the label where the product is classified for health or physical hazards, because that obligation sits with whoever places it on the market.

    Test on your own substrate and preparation

    Coating performance is a property of the whole assembly, so a panel prepared in a supplier laboratory tells you less than you think. Take the coating, apply it to your substrate with your surface preparation, on your line, and run adhesion, thickness, impact and salt spray yourself. Agree in advance which test results would trigger a reformulation and who pays for it.

What distributors, applicators and specifiers ask before a first coatings order.

Who is responsible for REACH registration when I import from Turkey?
By default the importer established in the EU, for each substance imported above one tonne a year, with the registration cost and the legal responsibility that comes with it. If the Turkish manufacturer has appointed an only representative in the Union, that representative takes on the registration and you become a downstream user with much lighter obligations. Ask for the only representative's name and registration numbers in writing at the quotation stage, because the answer materially changes the cost of the relationship.
What minimum order quantity should I expect?
For a standard powder in a catalogue colour, a pallet is usually workable and sometimes less. For a custom colour or a modified formulation, expect one full production batch, which for powder commonly means several hundred kilograms to a tonne and for liquid coatings a full reactor or mixer batch. Colour matching itself is normally chargeable or free depending on volume, so ask about that separately, and ask what the reorder minimum will be rather than only the first order minimum.
How long does a first order take?
For catalogue products, two to four weeks plus road transit of a few days into most of Europe. For a matched colour, add one to three weeks for matching, panel approval and batch production. For liquid coatings, the dangerous goods paperwork and the transport booking can add time on a first shipment, so start that in parallel rather than after the product is approved.
Is a C5 paint the same as a C5 system?
No, and the difference matters. C5 is a corrosivity category describing an environment under EN ISO 12944, not a property of a product. What you buy is a coating system, meaning specified products at specified dry film thicknesses over a specified surface preparation, which the standard associates with a durability range for that environment. Ask for the system datasheet and the test evidence for the system as a whole rather than for a single tin that carries the letter C5 in its marketing.
Does Qualicoat approval on the powder make my finished part Qualicoat?
No. The quality labels cover both the coating material and the applicator, and both need to be approved for the finished work to be covered. Buying approved powder and applying it on an unlicensed line does not produce an approved finish, and specifiers on facade projects will ask for the applicator licence as well. If you are the applicator, ask what the licensing process involves before you promise it on a project.
Are Turkish coatings cheaper than European ones?
Usually yes on comparable specification, and the gap is widest on powder and on general industrial enamels where the raw materials trade globally and the difference is conversion cost. It narrows on specialty products that depend on a particular imported resin or a licensed technology, since those arrive at world prices in Turkey too. Compare landed cost per square metre coated at the required film thickness and durability rather than per kilogram, because coverage and solids content vary more than price does.
How do liquid coatings travel from Turkey?
Most solvent-borne coatings are dangerous goods, moving by road under ADR, which is well established on the Turkey to EU corridor and usually straightforward. Water-borne and powder products are generally not restricted. The practical points are the packaging specification, the correct transport documentation and the driver and vehicle requirements, all of which the supplier or forwarder handles routinely, but which you should confirm rather than assume on a first shipment.

Provide a physical reference rather than a colour code where you can, state the gloss level, the measurement geometry and the tolerance in delta E terms, and specify whether metamerism under different light sources matters. Then approve on a production batch rather than on a laboratory panel.
What is the most common cause of a coating failure in practice?
Surface preparation, by a wide margin, followed by film thickness outside the specified range and undercure. Almost none of the failures that get blamed on the paint are caused by the paint. That is why the specification should name the preparation grade, the required thickness range and the cure condition, and why the first production run should be checked against all three before volume shipping rather than after a complaint.
